NCAA Compliance Alert: Lessons from Recent Violations
In a recent case that should catch the attention of all collegiate coaches, the University of Oklahoma's football and track & field programs found themselves under scrutiny for compliance breaches. Let's break down what transpired and the crucial lessons we can glean from this situation.
Football Program: A Cautionary Tale of Recruitment Communication
The story begins with assistant football coach DeMarco Murray, who unknowingly stepped over the line in his recruitment efforts. Murray made contact with 17 prospects prematurely, including 65 phone calls and 36 text messages over 16 months. The root cause? A simple misunderstanding about when a COVID-19 waiver on recruiting contact rules had lapsed.
Lesson for Coaches:
Stay vigilant about rule changes, especially as pandemic-era exceptions phase out.
Implement a system to double-check the current status of recruiting rules before initiating contact.
Despite the violations, it's worth noting that the university had properly educated its football coaches on the applicable recruiting rules and their changes. This brings us to our next point of interest: head coach responsibility.
Head coach Brent Venables found himself in a precarious position due to these violations. Under NCAA regulations, head coaches are presumed responsible for their staff's actions. However, the case took an interesting turn.
Lesson for Coaches:
Understand that as of January 2023, head coach responsibility rules shifted from a rebuttable presumption to automatic.
Proactively create and maintain an atmosphere of compliance within your program.
Implement robust monitoring systems for your staff's activities.
Venables managed to sidestep a suspension penalty. Why? He demonstrated that he had fostered a compliance-friendly environment and actively monitored his staff. This proactive approach proved crucial in mitigating the consequences.
Track & Field: A More Serious Breach
The situation in the track & field program took a more severe turn. In April 2023, former head coach Tim Langford crossed a clear ethical line. He instructed a female student-athlete to redistribute $2,020 of her increased scholarship funds to two male athletes in the program, ostensibly to help with their rent.
Lesson for Coaches:
Never manipulate scholarship allocations, no matter the intention.
Understand that directing athletes to share financial aid is a serious violation.
If athletes are struggling financially, work through the proper channels for assistance.
The repercussions were significant. The two male athletes who received the funds competed in several events while ineligible, leading to the track & field program exceeding scholarship limits.
Langford's actions didn't stop at the initial violation. When questioned during the investigation, he denied any involvement. However, multiple student-athletes reported hearing Langford give the instructions via speakerphone, and electronic transfers corroborated their accounts.
Lesson for Coaches:
Always maintain ethical standards, even under pressure.
If a violation occurs, be honest during the investigation. Lying only compounds the problem.
The Aftermath and Penalties
The university's response to these incidents provides another valuable lesson. They promptly disclosed the violations upon discovery and conducted a thorough review of the conduct.
Lesson for Coaches:
If you suspect a violation has occurred, report it immediately.
Cooperate fully with any subsequent investigations.
The penalties imposed reflect the severity of the violations:
One year of probation for the university
A $5,000 fine
A one-game suspension for Murray in the 2024 football season
A four-year show-cause order for Langford, including restrictions on athletically related duties and recruiting
Reductions in scholarships and recruiting activities for both programs
Vacation of track & field records involving ineligible athletes

Regularly review and understand current NCAA rules.
Implement systems to track all prospect communications.
Foster a culture of compliance within your program.
When in doubt, consult your compliance office.
